Indians make up 3.63% of civil service, 5,289 appointed in five years
KUALA LUMPUR - Indians accounted for 3.63% of Malaysia’s public service as of September 2026, with 47,349 personnel recorded among the country’s 1.3 million public servants.
The figures, drawn from the Human Resource Management Information System (HRMIS), were disclosed by Minister in the Prime Minister’s Department Datuk Ts Mustapha @ Mohd Yunus Sakmud in a written parliamentary reply to Yeo Bee Yin (PH–Puchong).
“Based on the HRMIS system up to September 2026, the current number of Indians in the public service is 47,349, or 3.63% of the 1,302,713 public servants,” Mustapha stated in the reply dated Oct 14.
The data covers permanent, established positions across public sectors but excludes police and military service schemes. The government noted that HRMIS figures remain subject to ongoing agency updates.
Sector breakdown
The federal public service accounted for the vast majority of Indian representation, employing 41,891 personnel, followed by local authorities with 2,616.
Federal statutory bodies employed 1,652 Indian personnel, while 1,007 served in state public services and 183 in state statutory bodies.
Yeo had asked the Prime Minister for the latest statistics on Indian participation across service schemes, sectors, and job grades, alongside success rates for public sector applicants.
Application and interview rates
Data from the Public Services Commission (SPA) showed that 194,807 applications were submitted by Indian candidates between 2021 and 2025.
Of those applicants:
15,875 candidates attended interviews, representing 8.14% (roughly one in 12) of total applications.
5,289 appointments were recorded during the five-year period.
The successful appointments represented 33.32% of candidates who made it to the interview stage.
The reply provided a broad snapshot of recruitment outcomes but omitted a year-by-year breakdown to indicate trends over time, nor did it include comparative intake data for other ethnic groups. - October 15, 2026
